There are reports from players on the forums that since the implementation of Patch 2.3, and in particular today with the release of the new Season 3 Arena Gear, people have had to queue to play on their realms.
Some realms have always had queuing issues, despite Blizzard's best efforts to control the population by offering free transfers to quiet or new servers.
The first realm I created a character on, the EU realm of Bladefist, was notorious for its queues. At one point, every week day evening, I had to allow at least 40 minutes for queuing. I took up the offer of a free realm transfer (along with over 50% of the realm's other occupants), and since then I haven't seen the queue page once... until 2.3 was released. Since then, I've seen it two or three times, but I've never had to queue for more than 5 minutes.
Blizzard recently declared that their subscriber base had risen to 9.3 million. The 2.3 patch has obviously attracted many players back, and now that the new Arena gear is out the servers are busier than ever.
